The OSCE was established on August 1, 1975 in Helsinki, Finland, where the heads of 35 states on that day signed the Final Act of the Conference on Security and Cooperation in Europe (the Helsinki Accords). T he main goal of the OSCE is to prevent conflicts in the region, to resolve crisis situations, to eliminate the consequences of conflicts.
