The charges can attract [pull] and repel [push] each other. Like [same] charges repel each other. Unlike [not same] charges attract each other. This force is called electrostatic force.
When numbers of electrons and protons are the same an object is neutral. Negatively charged object has more electrons than protons. Positively charged object has more protons than electrons.
