The problem of the migration policy of Russia Migration policy is to be solving the following problems: 1) to compensate of labor shortages due to demographic problems and population aging. 2) to meet the strong demand for labor in certain sectors of the economy. 3) to provide the innovation and investment processes with a skilled labor force 4) to establish the training process for the demanded profession and qualifications. 5) to limit the short-term unskilled migration. 6) to create the conditions and opportunities for the business immigration. 2
To solve these problems, it is necessary to implement a number of practical actions. First of all, the greater transparency and flexibility in immigration procedures for employers and employees should be promoted. Likewise, it should be realised the transition from a primarily administrative methods to economic methods of regulation of attraction and use of foreign workers. 3

Main areas of work The main areas of work in the near future may be the following: First, the definition of target groups of immigrants, which the Russian Federation is interested in, as permanent residents and workers coming to work for the long term, seasonal and other temporary workers; second, differentiation approaches to attract skilled and unskilled migrant workers; third, reducing the excessive administrative procedures generated from attracting and using foreign labor; revision of excessive obligations of employers and penalties; fourth, the use of modern tools and techniques to determine the need of the domestic economy for foreign workers; a clear demarcation between the scope and procedure of allocation. 4
Slide 3. Benefits of the program method. Application of the program method allows: optimize the process of issuing permits and registration of migrant workers; reduce the time and expense of Russian employers, and attracted foreign workers, needed to process permits; provide clear, timely and convenient road map for the employment of foreign workers; specify the rules of the Russian legislation on the employment for various categories of foreign workers; increase the selections capacity of the required employees up to the organized recruitment of workers directly from their residence country. 5
Slide 4. The structure of the immigration staff. Target programs to attract foreign workers are closely linked with the immigration personnel flows, which include: immigration of professionals; business immigration; attraction of foreign workers at the request of the employer; study immigration. 6
Slide 5. Immigration of professionals. 1. Immigration professionals. Here, the aim is to promote the permanent immigration of qualified professionals whose education, skills and work experience could be of interest to the Russian economy. Migrants of this category are the following: 1.1. Persons with outstanding (internationally recognized) ability in sciences, arts, education, business or athletics, and outstanding professors, researchers and international managers; 1.2. Individuals with high levels of education (corresponding to a Master's degree) or a person with exceptional ability in the sciences, arts or business; 1.3. Qualified professionals, recent graduates in a number of popular specialties, people with diplomas, corresponding bachelor's degree. 7
2. Business immigrants (slide 6). The aim here is to promote permanent immigration aiming to invest or organize a new business. Migrants in this category are the following: 2.1. Entrepreneurs Investors Self-employed (private), accompanying them (family members, associates, etc.). 8
3. The attraction of foreign workers at the request of the employer (slide 7). The purpose of this type migration is the hiring a limited number of temporary workers to cover the shortage of labor (in case of absence of applicants for employment vacancies in the domestic labor market). This category migrants are the following: 3.1. Skilled workers of wide-scale occupations and qualifications. 3.2 workers for non-professional work, including workers at the age from 17 to 27 years Agricultural and construction workers with no qualification requirements Service workers, retail workers. 9
4. Training immigration (slide 8). The purpose of the program is to create a competitive advantage for skilled professionals. Priority groups - young adults, students and trainees. 10
