Project: Vladivostok City Light Control and Energy Efficiency Monitoring System Customer: Vladivostok electrical greed company System Integrator: Leader Electro Delivery Cites: Street light control substations Implementation period: Project Before the implementation of the project the lighting was controlled with the cascade scheme: 24 substations of 260 were equipped with control system and other were controlled by direct on/off signals from automated ones. Small number of substations were operated manually by a mobile service team. The confirmation of a system start were monitored only with a feedback from 24 head substations or visual control of light status by mobile team (during light enabling and disabling), i.e. only a small part of the substations provided feedback and status information. 6x6 cm Photo/logo Lines around graphics always in the following color: Red:125 Green:158 Blue:175 System Integrator The Company Leader Electro Delivery is an authorized system integrator of Phoenix Contact RUS in the city Vladivostok and Primorye Territory. The main activities of the company are: industrial automation, system integration and equipment sales. Customer: Vladivostok Municipal Unitary Enterprise Vladivostokskoye Predpriyatiye Electricheskikh Setey carries out its activity on the distribution and transportation of electric and heat power, and functions of city lighting on the territory of Vladivostok municipal unit.

Today, every substation is equipped with automation system, which executes annual schedule approved by the city mayor (from year to year, if the schedule is not changed), even in the absence of the connection with the server. Commands and exclusions are created by the supervision system. These commands are transferred to the substations during synchronization with the server (synchronization time - every 30 seconds). Connection with the enterprise server is made with industrial GPRS/EDGE router - PSI-MODEM- GSM/ETH which provide wireless network with VPN security. System structure: Street Lighting on the Area

City light control substation: Stand-alone: Each substation is controlled by dedicated Phoenix Contact controller. The controllers keeps in memory the annual schedule of light switching. Synchronization of the controller with a central server: time server; annual schedule; extraordinary events and commands. Monitoring: The PLC of each substation transmits the information every 30 seconds: Data of electricity meters: power, voltage, etc. The status of the line on the input and output of the contact group. Access control to the switch cabinet. Manual / remote control switch

Supervision system: Authorization provides security and logging of all executed events: Time and events information: 1. The current time of the central server. 2. The next event time frame. Enable or Disable. Substations status backlight: 1. Enabled by schedule. 2. Disabled by schedule. 3. Error. Results of the system implementation ООО Phoenix Contact RUS Tel. +7 (495) Fax +7 (495) PCWorx Automation software is used for programming the controller ILC 130 ETH. The communication between substations and central server is carried out via wireless network GPRS/EDGE with VPN security. Power for PLC and other system components is provided by uninterruptable power supply MINI-DC- UPS/24DC/2 with MINI-BAT/24DC/1.3AH battery module PR1-RSC3-LDP-24DC/2X21 and PR2-RSC3-LV-230AC/4X21AU are used as the output relay control for the actuators. EMD-FL-3V-400 control relay is used for three-phase circuit control. Terminal Assembly of the cabinet consists of the terminals ST 2,5 – 3 L with a spring cage connection. The cabinet is a complete Phoenix Contact Products solution. The direct effect achieved by the introduction of the system is as follows: Absence of the necessity to inspect lighted areas for the confirmation of event execution. A complete online monitoring of each of the 260 substations. Access control to substations for equipment safety and exclusion of vandalism on the cite. Flexible remote control over each selected area of city lighting. A more detailed analysis of substation status and the system as a whole. Quick response to alarm situations on the cites. Increasing of system reliability at the expense of the independence of local management over substation. Monitoring of every point, even in the absence of power. Efficient interface. Remote detailed reporting.
